Notice of New Import Regulations by the Government of Uganda

Dear Esteemed TCV users
We sincerely appreciate your continued use of TCV.


Regarding the pre-export inspection for vehicles destined for Uganda,
which had been suspended on the Japanese side since November 22, 2024,
we would like to inform you that an updated notification document has been issued by the Uganda National Bureau of Standards (UNBS).


Starting from March 20, 2025, and continuing for a period of 1 year,
contracts have been established with the following 3 inspection companies
to provide Pre-Export Verification of Conformity (PVoC) services for vehicles destined for Uganda,
and inspections will resume for all countries, including Japan.


From April 14, 2025, all vehicles departing from Japan and other countries to Uganda must pass the pre-export inspection (PVoC).
If a vehicle is shipped without undergoing the inspection and without a pass certificate,
a penalty of 15% of the CIF price will be imposed.
Please pay careful attention to this requirement when making a transaction.


【Important Notes for Buyers】
● Effective Date: Applies to all used vehicles shipped on or after March 20, 2025
● Grace Period: From March 20, 2025, to April 14, 2025.
● Designated Inspection Agencies:
① Auto Terminal Japan Ltd (ATJ)
② Quality Inspection Services Inc. Japan (QISJ)
③ EAA Company Limited in Consortium with East Africa Auto Technical Testing and EAA UK Inspections Limited (EAA)


【TCV Payment & Invoice Processing Guidelines】
Due to the new regulation, a pre-shipment inspection (PVoC) process must be included in all applicable transactions.
TCV is currently updating the system to integrate the mandatory pre-shipment inspection.
Therefore, please ensure that you review and update any ongoing transactions and follow the appropriate steps below until the system update is released.


<Before the payment notification>
●Before issuing the invoice, confirm with the seller whether the pre-shipment inspection fee is included.
●If the fee is not included, ensure that the total remittance amount covers both the vehicle price and the inspection fee.


<After the payment confirmation>
If additional payment is required because of pre-inspection fee
, please follow one of the 2 methods below:


1) Direct Payment to the Seller:
- Use the TCV messaging function to make an additional payment directly to the seller.
2)Reissuing the Invoice for Fund Allocation:
- The seller will relist the same vehicle.
- Please issue a new invoice and allocate the funds to the new invoice.
- After that, please proceed with the additional payment to TCV.
